中印共享的软实力空间
印度和中国之间映射着“不可思议的多样性”和“存异性和睦”的形象。在打造共享的软实力空间的进程中，这两个大国邻邦共同谋求的形象是“可信赖的和谐”。在某些危急关头，硬实力公共外交和软实力外交常轮番出场以调和国际关系。硬实力公共外交应冲突而生—而软实力外交则赖于合作。中印两国共谋的可信赖的和谐应基于彼此理解和合作，从而在双边重要合作领域中体现互惠的积极形象。
对中印问题的聚焦从地缘政治学来讲是从传统的“亚洲”内部关系转向按照东方-西方维度进行重新审视。这两个古国在文化、科学、科技、思想领域有着相似的价值取向，但对于通往民主统治道路却有着不同的侧重。两国渊源已久的相似价值体系足以支撑构建新的公共外交的软实力空间，并成为合作缩小周边国家贫富差距，实现共同富裕的诉求支点。目前在科学、贸易、集体安全领域的合作机会已大量浮现。中印两国的双边合作将增强彼此间的相互吸引并促进软实力的提升。2011年4月18日（周一），中国社会科学院新闻与传播研究所特邀澳大利亚麦考瑞大学Narren Chitty教授做客“午餐学术沙龙”，与大家分享他对中印关系的思想（英语讲座,地图附后）。
A shared soft power space for China and India
India and China project images of ‘incredible diversity’ and ‘harmony respectively’. In forging a shared venue of soft power, the image that may be sought by the neighbouring giants could be ‘credible harmony’. Hard public diplomacy and soft diplomacy often compete for attention in any international relationship where there is much at stake. Hard public diplomacy feeds on and is fed by conflict – soft public diplomacy by cooperation. A credible harmony should be based on mutual understanding and cooperation, that leads to reciprocal positive images in important domains of interaction.
The shift of the geopolitical spotlight to China and India throws light on the East-West dimension that was internal to ‘Asia’ in classical times. These two ancient sharers of culture, science, technology and wisdom, have different emphases in their approaches to democratic governance. Commonalities in historically deep value systems can influence a new soft space of public diplomacy and become the basis of addressing collaboration in poverty alleviation within each of these neighbouring countries. Grand opportunities for cooperation in science, trade and collective security, lie ahead. The mutual attractiveness of the two countries, their soft power vis-à-vis each other, will increase through this cooperation.
April 18, 2011, the Center for World Media Studies, Institute of Journalism and Communication, Chinese Academy of Social Sciences (CWMS_CASS) is honored to invite Prof. Narren Chitty, who is foundation Chair in International Communication at Macquarie University, Sydney, Australia to share his ideas on Sino-India relations. 【主讲人介绍】
Naren Chitty A.M.教授是澳大利亚悉尼麦考瑞大学国际传播专业的创办人。因其在国际传播教育领域和在科研、学术，学会所做出的杰出贡献，2009年荣获“澳大利亚勋章”。他曾分别担任麦考瑞大学社会、文化、传媒与哲学学部执行主任，里根时代的驻华盛顿外交官，及IAMCR(国际媒体与传播研究协会) 秘书长（1996~2000年）。他于1994年创办了《国际传播》期刊并担任主编至今。如今他正致力于在麦考瑞大学组建软实力研究小组。
【Introduction of Prof. Narren Chitty】
Professor Naren Chitty A.M., is Foundation Chair in International Communication at Macquarie University, Sydney, Australia. He was awarded the Order of Australia in 2009 “for services to education, particularly in the field of international communication as a researcher and an academic and to a range of professional associations”. Previously, he was Acting Dean of the Division of Society, Culture, Media & Philosophy. He was a public diplomat in Washington D.C. during the Reagan Administration and Secretary General of IAMCR (the International Association for Media & Communication Research) between 1996 and 2000. He founded The Journal of International Communication in 1994 and has been Editor-in-Chief since then. He is currently establishing a Soft Power research group at Macquarie University.
