2013中国传播论坛暨首届中亚传播论坛: 国际传播与中亚发展

  随着金砖国家等新兴经济体的崛起与欧美发达国家经济整体低迷,数字技术、互联网和移动通信技术等迅猛发展和广泛应用,媒介融合进程不断深化,世界政治经济和信息传播秩序正在改变、调整和重构。特别是步入二十一世纪第二个十年以来,世界经济复苏缓慢而脆弱,世界政治更加复杂,国际传播格局正在发生着深刻而影响久远的变化。同时,经过三十多年的改革开放,中国成为世界第二大经济体,中国的发展理念、道路和方式也步入了转变期,社会转型也进入深水区,国际化进程全面推进,中国发展道路成为全球关注的热点话题。中国走上了世界的前台,而迄今西方政治制度与价值体系仍居于主导地位,对中国将构成长期压力和挑战,中国需要适应世界,世界也需要了解和适应中国。由此,中国如何在复杂多变和充满矛盾、竞争和冲突的世界政治、经济和社会文化环境下,创新国际传播价值理念、构建现代传播体系和提升国际传播力,同时促进国家和区域的发展、繁荣民族文化,成为当前国际传播研究的重大话题。

  中亚地区,特别是作为古丝绸之路要冲的新疆,在世界和中国政治经济和社会文化体系和信息传播格局中历来是一个具有重要战略意义的关键地带。二十一世纪以来,中亚地区历史性的巨变更加凸显了在全球事务中的重要性,如何在新的世界形势下理解中亚地区在国际传播新格局中的作用,对我国提升国际传播能力和在中亚地区构建软实力具有重要的意义。2010年中央召开第一次新疆工作会议以来,新疆的现代化进程步入了一个战略转型期。自治区确立了现代文化引领新疆的新的发展方向。推进新疆现代化进程,构建适合本地区发展的现代传播体系和价值体系,关乎新疆社会发展和稳定。如何在新疆地区建设现代文化,特别是如何处理现代化和传统以及宗教的关系和构建适合新疆的现代传播体系,对于我们认识和理解新疆在我国国际传播中的新作用和地位具有重要意义。同时,这也关乎到中国在中亚地区的传播软实力,世界信息传播秩序和国际传播格局的变化与发展。

  基于此,2013中国传播论坛暨首届中亚传播论坛将围绕国际传播与中亚发展这一主题,集中探讨(但不限于)以下话题:

  二十一世纪以来国际传播价值体系变化

  现代传播体系与国际传播软实力

  国际传播价值理念与区域发展

  区域发展与国际信息传播秩序

  中亚发展与现代传播体系

  民族文化与现代传播体系

  新媒体与中亚社会

  中亚传播与国际传播

  伊斯兰文化与中亚传播

  新疆现代化与国际传播

  新疆媒体改革与社会文化发展

  传统意义上的中亚地区在地理位置上包括:哈萨克斯坦、吉尔吉斯斯坦、塔吉克斯坦、土库曼斯坦、乌兹别克斯坦和中国新疆。同时,我们也欢迎针对广义上中亚国家的研究论文,比如:俄罗斯、伊朗、阿富汗、土耳其和巴基斯坦。基于对跨学科研究重要性的认识,我们期待任何针对国际传播和中亚研究的人文和社会科学论文。

2013 China Communication Forum and Central Asian Communication Forum: International Communication and Central Asian Development

Following the emergence of the “BRICS” countries and the overall economic slowdown in the West, the international political, economic, and information order have undergone unprecedented changes. Furthermore, the rapid development and application of digital technology,such as the Internet and mobile communication in the 21st century, have contributed to this ever-changing international communication order. China, being the world’s second largest economy, has entered a transitional period in terms of its mode of development and value system supporting it. The path that China has chosen for its own development has garnered international attention. Nevertheless, Western ideology and its dominant institutions possess long-term challenges to China. China needs to adapt to the world and the world also needs to adapt to a rising China. Therefore, how to innovate values of international communication, construct a modern communication system, enhance capabilities in international communication, and promote national and regional development have become pressing issues in international communication research.

Central Asia, especially China’s western Xinjiang region, has always been an area of strategic importance to China and the international communication system. The historical changes in the region since 9/11 highlight its significance in international affairs. To re-examine and refocus on Central Asia’s role and status in the new international context is key to promoting regional development and cooperation. As Central Asia is getting more involved in international affairs, while simultaneously being vastly under-researched, media (print, TV, radio, digital) have provided us channels and platforms to examine the new dynamics in the region. Xinjiang, which is geographically part of Central Asia and located at the heart of the Ancient Silk Road, haswitnessed historical changes as well since 2010. The central government is implementing a new set of policies to “modernize” the region and “modern culture leads the development” is a new policy statement. A modern culture that reconciles modernity with Islam, which dominates Xinjiang since the 14th century,will not only benefit Xinjiang, but also sets up an example of peaceful co-existence between Islamic and Confucian culture, which will in turn boost regional development and China’s soft power in Central Asia.

We welcome paper and panel proposals not only on the five Central Asian countries: Kazakhstan, Kyrgyzstan, Turkmenistan, Uzbekistan, Tajikistan, but also Russia, Turkey, Afghanistan, Iran, and Pakistan. Scholars in all humanities and social science disciplines with an interest in International Communication and Central Asia are encouraged to participate.
